The Republic of Moldova has received financing from the World Bank toward the cost of the Power System Development Project (PSDP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the preparation of Procurement Documents and provision of support for proposals evaluation for upgrade of Moldelectrica’s MMS system to the MEPIU (Client, Implementing Agency) and the State Enterprise Moldelectrica (Beneficiary, the National Transmission System Operator). The Contract is expected to be signed in the first quarter of 2024. The period of execution of the contract is estimated up to 6 months (estimated period for the preparation of the draft procurement documents – up to 4 months from contract effectiveness date).
The Moldova Energy Projects Implementation Unit (MEPIU) now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are: (i) General Experience under contracts in consultancy services on electricity transmission sector for at least ten (10) years prior to the applications submission deadline; (ii) specific work experience in the last ten (10) years on at least three (3) contracts of similar nature and complexity for development of technical specification for MMS and support in respective bids/proposals evaluation, with knowledge and practical experience related to international procurement practices.
Experience in MMS system integration in major electrical utilities, or transmission services operators, or reliability coordinators would be an advantage.

The City of Causeni from Republic of Moldova is planning to announce competitive tendering procedure for the procurement of works, goods and services towards the costs of a project aimed at Energy Efficiency improvements in the Kindergarten Nr. 2 located in Causeni City. The above-mentioned city intends to use loan funds provided by Nordic Environment Finance Corporation (NEFCO) and own co-financing for the works, goods, and servicesfor the implementation of energy efficiency measures in Kindergarten Nr. 2, and namely:
• Thermal insulation of building envelope with mineral wool; • Replacement and thermal insulation of the roof with mineral wool;
• Thermal insulation of basement soffit with extruded polystyrene;
• Other related works. The Project will result in reduction of energy consumption and CO2 emissions as well as budgetary expenditures savings. Also, it will have important social impact since implementation of the project will improve the quality and conditions of children’s and staff’s wellbeing and will extend the building's lifetime.
Tendering for the above contract is expected to begin in Q3 2023.
The tendering will be subject to the NEFCO Procurement Policy and Procedures and will be open to companies from any country, unless otherwise specified in the procurement documents. The proceeds of the NEFCO loan shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulations from Republic of Moldova.

Tetra Tech is the implementer of the Moldova Energy Security Activity (MESA) which is a 4-year project funded by the United States Agency for International Development. The objective of the Moldova Energy Security Activity (MESA) is to strengthen Moldova’s energy security by: (1) advancing physical and market integration of the Moldovan energy sector with Europe; (2) increasing renewable energy integration; and (3) increasing investment in energy efficiency and domestic power generation, particularly through increased adoption of renewable energy technologies.
Within this context, MESA is seeking to procure and install a Wide Area Management System (WAMS) for the Moldovan transmission system operator, SE Moldelectrica. The WAMS shall improve the system stability, facilitate the open market development as well as the
reliability of energy exchange within the country and with neighbour countries.
The Project will finance a set of integrated flood water management measures that collectively improve the management of urban-generated storm water run-off and its interaction with the Bic River; a mix of solutions that help to control the attenuation, release and conveyance of rain and river water, ranging from i) restoring existing storm drains, ii) piloting sustainable urban drainage solutions, iii) installation of flap valves, to iv) the re-grading of river sections to increase capacity. The primary objectives of the Project are to: a) reduce flooding and b) improve wellbeing through increased access to green spaces. The City is seeking to engage a consultant (the “Consultant”) for preparation of the hydraulic model, technical studies and detailed designs for construction.
The estimated value of the Project is EUR 20.0 million and the EBRD is considering a loan of up to EUR 8.0 million to the City. The loan is expected to be complemented by a EUR 8.0 million loan from the European Investment Bank (the “EIB”) and an investment grant of approximately EUR 4.0 million from the Green Climate Fund (the “GCF”).

The European Bank for Reconstruction and Development (EBRD) and the French Development Agency (AFD)are providing a sovereign loan of EUR 150M to the Republic of Serbia. This loan will finance the “Serbian Solid Waste Programme” aiming at improving solid waste management in Serbia.
It covers the construction or optimization of 6 Regional Waste Management Systems (RWMS) in Serbia: Kalenić, Sombor, Duboko, Nova Varoš, Pirot and Sremska Mitrovica. It intends to provide modern solid waste facilities compliant with EU standards, contribute to higher service levels, and address pressing environmental challenges in the solid waste sector across the country in line with the National Waste Management Program of Serbia which was adopted by the Government of the Republic of Serbia in February 2022.
The Beneficiary is the Republic of Serbia, represented by the Ministry of Finance. The Ministry of Environmental Protection will be in charge of Project implementation, with support from the regional waste management companies.

The procuring entity intends to apply a part of financing allocated under the Ukraine Municipal Infrastructure Programme (UMIP) to eligible payments to a qualified contractor under the contract for the rehabilitation of Wastewater Treatment Plant (WWTP) in Lutsk.
